Can someone tell me how you can measure projects "completed on time"?
Is this a project that has been "closed" before "target completion date"?
If the target completion date moves via a formal change control and the project comes in before or on this date is it still completed on time? Do different PM methodologies measure this is different ways?

Any advice you can supply wld be useful or point me in the direction of a source that may help?
