What management products could one use to manage quality
Quality is, IMHO, to manage the product and customer expectation.
Quality = to satisfy the customer's expectation and needs
In a QM, we have the
QMS + QA + QP + QC (refer to 18.3)
IMHO, I think u are probably asking the QA - how to ensure quality system is operated.
For complex projects, it may involve third parties independent quality check. An real example, a banking IT system always will sub-contract the system security check to another consultant. The consultant will do the work, usually in accordance to the BS7799 standards.
For simple projects, if the Executive wants to have similar measures, they may ask different internal team to perform the check.
But often, organization have Quality Manager, they may audit the project in accordance to their internal control.
